Talaga Elementary School

In 2002, the Foundation for Worldwide People Power was a lone voice calling for everyone to mount an Education Revolution. Eggie Apostol, FWWPP founding chair, fired the first shot as it were by traveling to a very small extension school in Sitio Talaga on the outskirts of Metro Manila. Sitio Talaga Elementary School actually sits on the border of the towns of Morong and Tanay in Rizal province, outside Manila. It was an incomplete elementary school at that time, offering classes only from Grades 1 to 4.

Because there was no paved road yet at that time, the children living in Sitio Talaga actually had to circle around into Tanay and head back to Morong, on foot, for about two kilometers. The school is built on top of a low but rocky hill. When it rains, the path going up turns into a mudslide. It’s amazing how the children still manage to keep their spirits up, but they do.

Like many schools all over the country, Sitio Talaga Elementary School had a shortage of everything: books, desks, classrooms and especially that most requested item, the perimeter fence. What they had in abundance were school children literally willing to walk the extra mile just to get to school, and deeply committed teachers who waited for them every day. Whatever they lacked—facilities, school supplies, up-to-date teaching strategies—they tried to make up for with a burning desire to learn.

The FWWPP, meanwhile, talked about Sitio Talaga Elementary School to anybody who would listen. We talked about a better future, and how a good education could get our children there.

Their school head, Clarita Rino, did the same thing we did: she gathered her thoughts and aspirations and talked about them to the mayor, to caring community residents and to NGOs. Before she knew it, she got a donation for a school building, and then another one.

The local government paved a new road to the school, so the children didn’t have to walk so far. People from as far as Spain donated textbooks (the ones accredited by the Department of Education, thankfully with no factual errors) for the entire school so that all the kids would be reading from the same page.

The division superintendent made Sitio Talaga Elementary School a complete school with a full complement of teachers. Last year, the principal called Mrs. Apostol with wonderful news: their first batch of Grade 6 pupils was going to graduate and they wanted her to be their commencement speaker. You can’t imagine how proud we felt on that day.

Our little victory at Sitio Talaga became the seeds of the Education Revolution. Our call to harness people power for education was heard in the cities of Bacolod, Iloilo, Davao, Iligan, Butuan, Cagayan de Oro and Marawi and in the provinces of Laguna and Pampanga.

And the new Rizal provincial capital is.....

Antipolo City!

Various media outlets this week reported that Rizal provincial capital will be in San Roque, Antipolo City. This after Ortigas & Company got back its land where the current provincial government seat is, in return they agreed to finance the new capital building in Antipolo.

FOR decades, Rizal Province could not claim self-respect. It was an oddity in the geographical and political sense. It was a big province that suddenly found itself dismembered. It also had no capital.

Comprising 24 towns and cities, the province named after the national hero was originally an economic heavyweight. Its first congressional district was one of the most coveted by politicians. The second district was a sleepy neck until its breakup. The capital, Pasig, named after the river favored by Pepe Rizal and Kiko Balagtas, was fabled and historic. The provincial government built its capital on its suburbs, where provincial chief executives ruled and governed, not unlike the presidents and governors-general who presided by the stately palace by the Pasig.

That is, until Ferdinand Marcos, created a Metropolitan Manila Commission that pulled away 12 towns from Rizal and one from Bulacan Province. Rizal ceded Mandaluyong, Makati, Marikina, Muntinlupa, Malabon, Pasay, Pasig, Parañaque, Caloocan, Las Piñas, Pateros, Navotas, San Juan, and Taguig to the commission.

A historic loss was the secession of Pasig. Rizal suddenly had no capital. The governor could hold office on the capitol grounds but he had lost an institution. His official stationery and letterhead lost the sheen of the office. Roadmaps and directional signs had to be changed.

The debate over Pasig’s replacement raged for sometime; many were the pretenders. Taytay said it was the most prosperous town. Morong claimed spiritual moorings. Rodriguez (formerly Montalban) on the northern fringe constitutes more than 26 percent of Rizal’s land area. Antipolo said it was unbeatable for its beauty, energy and religious ties.

After three decades, Rizal will have its capital on its own ground when it transfers its capitol building to San Roque, Antipolo City in December in a swap with Ortigas & Co. Ortigas shall build the capitol while the provincial government returns the land the building stands on. The deal took time but both parties are pleased with the results.

Come December, Gov. Casimiro Ynares 3rd will have the pleasure of having new Christmas cards printed and signing them under the letterhead of the new capital. It’s a good Christmas present he could share with his fellow Rizaleños.

Morong failed to comply with own ATC - DENR


According to Department of Environment and Natural Resources (DENR) report dated June 3, 2008 , on numerous occasions, The Sanguniang Bayan of Morong failed to comply its own issuance of Authority To Close the Taghanging dump site.

DENR asked SB Morong to instruct BEST to stop accepting waste in Taghangin and strictly adhere to the new rehabilitation program of the said site.

Would you believe, I drove to WalMart after midnight and purchased Journey's new album. I don't remember ever shopping in the middle of the night... afraid to get shot you know :) Anyway, great album specially with a Pinoy frontman. Oh and I also got my wife strawberry and yogurt. salap.
