Alfonso Soriano Bautista 1919-2007

In Daly City, California, December 1, 2007 - It is with great sorrow to
inform you of the passing of Mr. Alfonso (Amang) Soriano Bautista. He was
born on August 2, 1919, and died peacefully at Seton Hospital in Daly City,
California, on December 1, 2007. He is survived by his loving wife Maria
Paz, children Teresita (Ofelia), Lilia, Susan, Efren, Elsie, Elvie and their
spouses, son-in-law Camilo Feliciano, grandchildren and great grandchildren.
Amang Onso will be missed by his family, nieces, nephews, relatives,
kababayans and friends for his inspiring love, humility and generosity.

To All My Kababayans in the U.S.A., Canada, Australia, Europe, Saudi Arabia and the Rest of the World:

My sincerest greetings to all in the name of public service and commitment!

There are lots of e-mails received in my office the past weeks concerning our old dumpsite which was in existence for almost forty (40) years. Before, we are using it for free, but now, we would like all to know that the Municipal Government of Morong is paying the Urbina family THIRTY THOUSAND PESOS (P30,000.00) monthly.

For information of everybody, the present dumpsite has an Authority to Close dated June 2, 2006 issued by the Department of Environment and Natural Resources, Environmental Management Bureau (Calabarzon Region) assisted by the Provincial Government. Attached herewith find the said Authority to Close.

The rehabilitation will cost around 3 to 5 M PHP which we cannot afford due to our fiscal crises evidenced by the help you have extended to our town in cash, medicines and other forms of help like the many projects built through the efforts of Morong Balikbayan Association headed by Atty. Monico Mateo. The income that we are receiving is just enough for our yearly expenses on electricity, water and telephone bills, personnel salaries, health and social services and some small projects which are badly needed by our constituents.

We are very lucky that we have a private company owned by Isha Paredes Mercado who is now starting rehabilitating our present dumpsite. According to our disclosure order # No. 4, "Indiscriminately dumped waste shall be moved and confined to a small area within the property, at the same time waste may be used as filling material for depressed areas and slope attainment purposes, provided however, that soil covering of at least 6 inches thick shall be applied on the exposed waste at the end of each day;" They are also responsible for the proposed 10 hectares sanitary landfill which started this month and will be operational after six months. The land costs 24 M PHP and making it operational or the development costs will be 80 - 100 M PHP. If it becomes operational, it will be used by the cluster towns of Morong, Baras, Teresa and Cardona. This will also create more jobs and additional income for us since it is located in our town. This only means that we did not invest even a single centavo in this project.

To those people who always see the errors or mistakes but not the good sides of all my efforts as a municipal mayor, I was elected by our people, so, I will always serve them with transparency to the best of my knowledge and abilities. You are always welcome here to my office and be one of my advisers for the good and development of our town. There are so many mayors who served our town, but I know, I am the only one who initiated the construction of a sanitary landfill to correct and transfer the present dumpsite which is located along the road and an eyesore for over forty (40) years to passing commuters. What we need now is action, not just words. We have started educating our people regarding solid waste management program before the start of the Materials Recovery Facilities (MRF) in Sitio Butig. It is very timely, for after the rehabilitation of the present dumpsite, the Materials Recovery Facilities will be in full operation.

I am challenging everyone at itinataya ko po ang aking career as a politician, na kung mali po ako sa aking desisyon, kayo na po ang humatol. Alam ko pong ang aking pagiging mayor ay dahil sa inyong tiwala sa aking kakayanan. Hindi man po kataasan ang aking pinag-aralan, alam ko pong lahat ng aking ginagawa at gagawin pa ay para po sa kapakanan ninyong lahat na aking mga kababayan.

Sana po ay nasagot ko nang lahat ang mga isyu tungkol sa basurahan. Magtulungan po tayo at huwag magsiraan tungo sa ating higit pang kaunlaran.

BUKAS NA PANAWAGAN SA MGA OPISYAL NG BAYAN NG MORONG

Mapitagan po kaming bumabati sa inyo sampu ng inyong pamilya at nagpapasalamat sa inyong paglilingkod bilang mga halal na pinuno ng bayan. Naniniwala po kami sa inyong kakayahan na paunlarin ang bayan ng Morong at panatilihin ang kalusugan ng mga mamamayan at ang kalinisan ng ating kapaligiran.

Nais po naming tawagin ang inyong pansin sa mga obserbasyon ng ating mga kababayan kaugnay ng basurahan sa Taghangin na tila matagal nang problema na nangangailangan ng madaliang solusyon. Narito po ang mga obserbasyon:

1. 1. Halos umabot na sa kalsada ang mga basurang itinatambak sa naturang lugar;

2. 2. Napakabaho at umaalingasaw sa buong palibot at maging sa kabayanan ang amoy ng basura;

3. 3.Dahil ito ay nasa main road, nakikita ito at naaamoy ng mga nagbabyahe mula sa iba-ibang lugar ng Rizal at Maynila.

May mga kababayan na nagsulat na po hinggil rito (e.g., “Bakit umaalingasaw na ang Morong?). Bagamat marahil ay may hindi sang-ayon sa lahat ng nakasulat, ang mas mahalaga ay tinawag ang ating pansin at kailangan tayong magtulungan upang tugunan ang problemang inilahad.

Naniniwala po kami na ang problema sa basura ay katagni ng problema sa kalusugan ng mga mamamayan ng Morong. Natatakot po kami na ang patuloy na pagpapanatili ng basurahang iyan ay magdudulot ng pagkalat ng sakit tulad ng dengue at sakit sa baga (tulad ng hika), at ang pagkalason ng lupa at mga halaman sa katabing lugar. Sana po ay huwag ninyo itong hayaang mangyari.

Nakarating rin po sa aming kaalaman na may itinatayong landfill sa Bombongan. Hangarin po namin na anumang programa sa basura ay magsasaalang-alang sa damdamin ng mga mamamayan at sa mga epektibong hakbang na magproprotekta sa ating kapaligiran at kalusugan.

Dalawang bagay po ang nais naming imungkahi: una ang paglilipat ng basurahan sa lugar na hindi malalagay sa panganib ang kalusugan at kalidad ng buhay ng ating mga kababayan (ang bago po bang landfill sa Bombongan ay tumutugon sa mga pamantayang ito?); pangalawa ang paglulunsad ng seryosong recycling program na magtuturo at magbibigay ng insentibo sa ating mahal na mga kababayan ng mga pamamaraan para limitahan ang basurang itinatapon kung hindi man tuluyan itong alisin (i.e., zero-waste management). Sana po ay rumating ang panahon na ang mga taga-Morong ay makilala na mula sa isang lugar kung saan recycling is a way of life.

Maraming salamat po kung may mga aksyon nang naisagawa bilang tugon sa tatlong obserbasyon na nasa itaas. Muli naniniwala po kami sa inyong talino at kakayahan na gampanan ang inyong sinumpaang tungkulin at tugunan ang panawagan ng ating mga kababayan. Hindi malayo na kung mabilis na maaaksyunan ang bagay na ito ay mas lalo pang lalakas ang tiwala sa inyo ng mga mamamayan ng Morong.
