To All My Kababayans in the U.S.A., Canada, Australia, Europe, Saudi Arabia and the Rest of the World:

My sincerest greetings to all in the name of public service and commitment!

There are lots of e-mails received in my office the past weeks concerning our old dumpsite which was in existence for almost forty (40) years. Before, we are using it for free, but now, we would like all to know that the Municipal Government of Morong is paying the Urbina family THIRTY THOUSAND PESOS (P30,000.00) monthly.

For information of everybody, the present dumpsite has an Authority to Close dated June 2, 2006 issued by the Department of Environment and Natural Resources, Environmental Management Bureau (Calabarzon Region) assisted by the Provincial Government. Attached herewith find the said Authority to Close.

The rehabilitation will cost around 3 to 5 M PHP which we cannot afford due to our fiscal crises evidenced by the help you have extended to our town in cash, medicines and other forms of help like the many projects built through the efforts of Morong Balikbayan Association headed by Atty. Monico Mateo. The income that we are receiving is just enough for our yearly expenses on electricity, water and telephone bills, personnel salaries, health and social services and some small projects which are badly needed by our constituents.

We are very lucky that we have a private company owned by Isha Paredes Mercado who is now starting rehabilitating our present dumpsite. According to our disclosure order # No. 4, "Indiscriminately dumped waste shall be moved and confined to a small area within the property, at the same time waste may be used as filling material for depressed areas and slope attainment purposes, provided however, that soil covering of at least 6 inches thick shall be applied on the exposed waste at the end of each day;" They are also responsible for the proposed 10 hectares sanitary landfill which started this month and will be operational after six months. The land costs 24 M PHP and making it operational or the development costs will be 80 - 100 M PHP. If it becomes operational, it will be used by the cluster towns of Morong, Baras, Teresa and Cardona. This will also create more jobs and additional income for us since it is located in our town. This only means that we did not invest even a single centavo in this project.

To those people who always see the errors or mistakes but not the good sides of all my efforts as a municipal mayor, I was elected by our people, so, I will always serve them with transparency to the best of my knowledge and abilities. You are always welcome here to my office and be one of my advisers for the good and development of our town. There are so many mayors who served our town, but I know, I am the only one who initiated the construction of a sanitary landfill to correct and transfer the present dumpsite which is located along the road and an eyesore for over forty (40) years to passing commuters. What we need now is action, not just words. We have started educating our people regarding solid waste management program before the start of the Materials Recovery Facilities (MRF) in Sitio Butig. It is very timely, for after the rehabilitation of the present dumpsite, the Materials Recovery Facilities will be in full operation.

I am challenging everyone at itinataya ko po ang aking career as a politician, na kung mali po ako sa aking desisyon, kayo na po ang humatol. Alam ko pong ang aking pagiging mayor ay dahil sa inyong tiwala sa aking kakayanan. Hindi man po kataasan ang aking pinag-aralan, alam ko pong lahat ng aking ginagawa at gagawin pa ay para po sa kapakanan ninyong lahat na aking mga kababayan.

Sana po ay nasagot ko nang lahat ang mga isyu tungkol sa basurahan. Magtulungan po tayo at huwag magsiraan tungo sa ating higit pang kaunlaran.

Rizal governor convenes crisis body amid landfill row

MANILA, Philipines -- Garbage collection in Rizal province has stalled as the impasse over the control of the two landfills in the town of Rodriguez continues.

Rizal Governor Casimiro Ynares III convened on Wednesday a crisis committee to handle the issue and to convince town officials to open the new, 19-hectare landfill, the supposed replacement to the adjacent 14-hectare dumpsite, which the provincial board ordered closed in September.

According to Ynares, the old dumpsite was saturated and posed a risk to nearby properties and residents.

Ynares said the crisis committee would thresh out the issues regarding the dumpsites with Rodriguez Mayor Pedro Cuerpo, who refused to open the new landfill because the provincial government had not secured permits from the municipal government and an environment compliance certificate from the Department of Environment and Natural Resources.

Since the two landfills were closed at the beginning of the week, Ynares said several dump trucks were parked outside the new landfill.

He also heard reports that garbage was being dumped at the open dump site in Morong, Rizal, which has been ordered shut down a long time ago.

Ynares said they can still manage the garbage in the province, but not for long.

He said the provincial government was prepared to enforce the opening of the new landfill with the help of the Rizal police.

In an interview in ANC, Cuerpo denied the allegation that the smaller landfill was full. He challenged provincial officials to inspect the site, saying it can still accommodate trash.

Cuerpo reiterated that they would prevent dump trucks from entering the new landfill, which, he said, did not have environmental permits and clearances from the municipal government.
