From Konsehal Alan Garrovillas

Greetings to all Morongueños in all parts of the world especially to all San Guillermonians in the name of public service and commitment.

It was almost a year now since the people of Morong elected us to the Sangguniang Bayan. Since then, as far as I am concerned, I know that we are all doing our part as legislators of our town guided by the trusts given to us by our constituents and the existing laws of our country. I was just wondering why there were false and malicious e-mails coming out trying to ruin not only me, but the whole Sangguniang Bayan to inculde Vice Mayor Emil and Mayor Jojo.

As elected officials of our town, we are trying to govern our town to the best of our effort altogether, hand in hand, in short, kami pong lahat ay nagtutulungan, no matter what party we belong and who the executive is. According to one of the famous personality, " My loyalty to my party ends, when my loyalty to my countryment begins." a saying that guides me to serve my fellow Morogueños.

On the issue of Save More Supermarket, are we not happy to shop at a very convenient place? You can ask most of our balikbayans and kababayans if they are happy or not. 90% of our kababayans were employed on the said supermarket. We cannot resist change and development. We need more investor coming to our place, as long as it is not against the law and they comply with all the necessary permits and requirements, they will also bring more income to our town.

On the other hand, the engineered Sanitary Landfill and the old dumpsite, we are all becoming and going on highly technological nowadays, otherwise, you cannot make false information against me /us without using these new communication gadgets. Morong is a town wherein most people are educated, or I might say, the town with the highest literacy rate in the whole Province of Rizal. Let us examine everything else and see what is really right or wrong. Everyone is invited to see all government document with regards to our resolutions and ordinances. We are transparent in everything we do especially for the benefit of our constituents. I challenge everyone to see the old dumpsite, the new landfill, the Materials Recovery Facility (MRF) for yourselves. and then after, tell us if it is really or will become harmful/ insafe to our constituents. Most of our balikbayans have seen already and they are all happy to see that those e-mails were all accusations.

Let us not try to be the best, but try to do what is best for our people.

Again, thank you for calling our attention on dumpsite at Binutas matter and Save More issueand we have aired our side, "the truth and nothing but the truth" and make things clear and in order. Should you need additional information and latest update on the questionable issues in our beloved town, MORONG, RIZAL, WE ARE OPEN FOR ALL YOUR SUGGESTION, OPINIONS, SOLUTIONS, REQUEST, etc.

ALAN 4 X 4 GARROVILLAS

THIS MAYOR IS ???
First of all, Counselors Dickson San Juan and Allan Garrovillas, did not properly response to the real issues raised about the Morong Engineered Landfill.
For the record, on June 2, 2006, the DENR issued an Authority to Close the Taghangin Open Dumpsite pursuant to R.A. 9003, otherwise known as "Ecological Solid Waste Act of 2000". Item 4 of the aforementioned Authority to Close requires as follows:
"Indiscriminately dumped waste shall be moved and confined to a small area within the property, at the same time, waste may be used as filling material for depressed areas and slop attainment purposes, provided however, that soil covering of at least 6 inches thick shall be applied on the exposed waste at the end of each day".
The clauses "indiscriminately dumped waste" and the "waste to be used as filling material" mentioned in the aforequoted item 4 of the Authority To Close refer to the waste/garbage coming from Morong ONLY. To the surprise of all, the IPM Group of Companies, whose President is Mrs. Isabelita Paredes-Mercado makes use for a fee the Taghangin Open dumpsite as a dumpsite for Metro Manila waste/garbage in the guise of rehabilitation. This is contrary to AUTHORITY TO CLOSE issued by the DENR. The use of Taghangin Open Dumpsite by IPM for the Metro Manila waste/garbage is with the consent and approval of Mayor Buenaventura who regularly and personally visit the dumpsite.
In the MAYOR'S MESSAGE dated November 12, 2007, posted in your RSG, Mayor Buenaventura said and quote:
"They (referring to IPM) are also responsible for the proposed 10 hectares sanitary landfill which started this month and will be operational after six months. The land cost 24 Million Pesos and making it operationsl for the development costs will be 80 Million Pesos to 100 Million Pesos. IF IT BECOMES OPERATIONAL, IT WILL BE USED BY THE CLUSTER TOWNS OF MORONG, BARAS, TERESA AND CARDONA."
This statement by Mayor Buenaventura was echoed by no less than Governor Junjun YñArez and Atty. Monico Mateo, Jr. during the formal closure of the Taghangin Open Dumpsite and the ground ceremony of the Morong Engineered Sanitary Landfill at May-ugat/Malalim held on January 28, 2008.
Again, to the surprise of all, Mayor Buenaventura and his Sangguniang Bayan during the Fourth Regular Session of the Sangguniang Bayan of Morong held on February 11, 2008 passed a Resolution No. 9, s. 2008 authorizing Hon. Mayor Joseph T. Buenaventura to enter into a MOA with MMDA Chairman, Hon. Bayani Fernando for the use of the Morong Engineered Sanitary Landfill Facility. Ano ba naman Mayor Buenaventura, ang LABO MO NA, ANG GULO MO PA!!!
Ano pong masasabi ninyo Hon. Governor Junjun Yñarez, Atty. Monico Mateo, Jr. and LLDA?
