Junior wants his share?

It seems that Governor Jun Ynarez was surprised to learn the planned biosphere facility. Here's his response when asked by Manila Times:

....In a text message, Rizal Gov. Jun Ynares 3rd of Rizal said that he had also just been informed of the Memorandum of Agreement signing but revealed that the matter has yet to reach the provincial level where the board will have to deliberate on its merits, advantages and disadvantages of the said project.

Interesting. Diba't sinabi ng CEO na walang papel ang provincial government sa ganitung negotiation. Perhaps the governor should listen to RSG's interview with Spectrum Blue Steel CEO, Atty. Ruth Briones. Here it is:

Dear Zoilo:

This is to correct the word " silent" when you asked me about the role of the Provincial Government of the Biosphere Facility to put up in Morong.Under the Local government Code, a municipal mayor can sign memorandum of agreement (MOA) with any entity, as its own autonomous authority without asking permission from the governor. I stated that there will be no problem about this Provincial Government involvement. We at Spectrum will not bypass the Provincial Government in its authority as Provincial Office, particularly its function under the Provincial Solid Waste Management Board. Also,I stated, Spectrum will not be involved in any controversy in connection with the installation of the green energy facility. We are exerting efforts to have all government offices and sectors support this project. Ayaw po naming mamisinterpret kami... Our only purpose is to help the Philippines. I hope this will enlighten people who would want to create a different scenario for this proposed project.Sayang po naman ang chance nating Filipino na magkaroon ng ganitong project ,kung di ito matuloy. Salamat po ulit..
